With thousands of kilometres of streets in the City of Winnipeg, no one can patrol it all. It’s up to all of us to make consistent reports to 311 in order to keep our community safe and clean.

Common reasons to contact 311 include:

  • Problem with a vacant property (unsecure or unkempt)
  • Report a broken sidewalk or pothole
  • Request large item disposal
  • Issues with bin collection
  • Report animal concern
  • Set up a property tax payment plan

Become a 311 Reporting Pro!

  1. Write down the address of the concern.
    This could be a vacant property that is not secure, or you can use the address in front of a stretch of broken sidewalk to report it accurately.
  2. Take a photo if you can, but it’s not required!
  3. Make sure you have a good description of the issue, especially if you aren’t including a photo.
  4. Contact 311 by one of the methods below.
  5. If you are using email, we recommend you ask them to use your email address for tracking purposes so you can follow up later (but you don’t have to).
    → If you don’t ask them to enable tracking, they may send a follow up email asking if you’d like to.
    Make sure you watch for this email and respond to it.
  6. If the customer service representative issues a reference number, you can use that number, along with your email address, to check on the status here!

Vacant Properties

Having issues with a vacant property on your block? Report it, and keep the pressure up! If issues continue, report it again. The City keeps a record of ‘problem properties’ which they may add it to.

What to look for:

  • Unsecure doors and windows
  • Unsecure boarding on doors and windows
  • Unsecure garage or shed
  • Grass and weeds longer than 6 inches
  • Foliage spilling into the sidewalk
  • Trash on property

And yes, City Bylaw actually does respond when an issue is reported!

Squatting

If you are aware that someone has entered a vacant or boarded home and is squatting there, contact the Police Non-Emergency line at:

Mattress & Furniture Disposal

Dumping mattresses and other large items in your back lane is illegal, and can result in devastating fires. You can schedule a large item pickup with 311 or another organization. There will be a pickup fee in most cases, but it’s worth it to keep our community safe and clean.

Renting? Talk to your landlord so they know you plan to dispose of the item, then call 311 for a pickup, or schedule online.

Large Appliances

Free Refrigerator Removal

If you are replacing a fridge, freezer, window air conditioner, or dehumidifier, you may qualify for free removal from Efficiency Manitoba.

  • The appliance must be at least 20 years old
  • The appliance must be still working
  • They may even pay you $30 for your functioning fridge or freezer!

Needles & Sharps

If you find a needle on your property and need help disposing of it, you can contact Street Connections or Ndinawemak for assistance:

Downed Hydro Line

Call 911: A downed Hydro line is considered an emergency. It’s best to be safe, and report this for your community. 911 is accustomed to dealing with these calls. Provide them with the nearest address and a description of the situation, and they’ll take it from there.

Safer Communities and Neighbourhoods Act

If you have observed threatening or disturbing activity on a property that has been happening on an ongoing basis, you can contact Manitoba Justice for a public safety investigation. Such activity may include:

  • Unlawful drug use, dealing, production or cultivation
  • Prostitution and related activities
  • Unlawful sale of liquor
  • Unlawful use or sale of intoxicating substances – non-potable and solvent-based products
  • Sexual abuse or exploitation of a child or related activities
  • Possession or storage of an unlawful firearm, weapon or explosive
  • Participation in a Criminal Organization offence

Graffiti show up on your property? The West End BIZ will remove it for free! Visit their website to download a release form, and get unlimited graffiti removal!

SNA has paper forms available at our office. We would be happy to send completed forms to the BIZ on your behalf.

Free Smoke Detectors

The City of Winnipeg & Province of Manitoba SAFE Family Program offers free smoke detectors with installation. Fill out the online form below, or contact 311.

Efficiency Manitoba Rebates & Financing

If you are low income, Manitoba Hydro has a number of rebates available, including low cost furnace upgrades, window and door rebates, and even free LED bulbs, insulation and smart thermostats! Contact Manitoba Hydro to see if you qualify.

If you don’t qualify as low income, there are still rebates available! There are also programs for multi-unit rental property owners. Click here for a full list of offers.

 

Manitoba Hydro offers affordable rate financing up to $12,500 for upgrades such as furnaces, insulation, central air conditioning, energy efficient windows and doors, and more. Payments are added to your monthly Hydro bill, making repayment easy!

Security Rebate

The Province of Manitoba Security Rebate can help with the cost of security hardware for your home or property. Yearly intake is limited, so check back often so you don’t miss out!

Property Tax Payment Plan

The City of Winnipeg TIPP program allows homeowners and property owners to pay their property tax bill once a month, instead of once per year. Call 311 or visit the website to apply.

Hydro Payment Assistance

If you are getting behind on your Hydro bills, Manitoba Hydro has options to assist you.

Water Bill Payment Assistance

If you qualify as low income, and have received a water turn-off notice, you may be eligible for assistance from Help to Others (H2O), a program from the Salvation Army and City of Winnipeg.

Help taking out your garbage and recyclables

Do you need help taking out your garbage and recyclables? The City offers Free Walk-Up Collection Service to those who qualify.
