The Spence Neighbourhood Association works to encourage affordable housing development and rehabilitation through partnerships, granting opportunities for home owners and property owners, and direct development.

Transitional Infill Housing

The Spence Neighbourhood Association (SNA) is embarking on its first infill housing project in over 15 years! SNA was selected as a recipient of the Phase 3 Rapid Housing Initiative–City Stream, with full funding support from the Canada Mortgage and Housing Association (CMHC), Manitoba Housing and Renewal Corporation (MHRC), and the City of Winnipeg.

The properties are being developed and managed through a partnership with the Winnipeg Housing Rehabilitation Corporation (WHRC), and owned in full by SNA.

Two modular buildings are currently being constructed, and will be placed on two infill sites to be used as transitional housing. The buildings are permanent structures, and will each have three transitional housing units, for a total of six units.

These will be SNA’s first supported housing facilities, and we hope to expand further into supported and affordable housing development as we get our footing in this new chapter in the Spence community.

Housing Partnerships

SNA is currently working with partner agencies to bring a supported housing project for youth to our community. A consultation was held with the Spence community in February 2025 with the First Nations Family Advocate Office (FNFAO), Winnipeg Housing Rehabilitation Corporation (WHRC), f-BLOK Architecture, and Narratives Inc. Extensive consultations with youth participants have also been ongoing since January 2025.

We will bring you more information about this exciting new project as it develops!

Housing Fix-up Incentives

In partnership with the City of Winnipeg, SNA has been providing financial support to homeowners and rental property owners who want to fix up their homes or rental properties through the Housing Fix-Up Incentives (HFI) program.

After 25 years of offering this program, HFI has been extremely successful in helping to preserve housing in our community, improving over 500 properties, and we’re adding new program features all the time! Whether you need a new roof, windows, ramp, or fence, HFI can assist you with financial reimbursement.

482 units of housing have been lost in the Spence neighbourhood in the last 20 years alone. Properties are 8 times more likely to be vacant in Spence than in the City of Winnipeg overall.    

Our 2025 Vacant Property Inventory has counted:

30 vacant homes or buildings
60 vacant lots
6 rubble lots

Housing History

One of the first projects SNA undertook in its early days was the renovation of a boarded up home in our community. SNA has since gone on to build 33 infill homes, four of which are wheelchair accessible, moved four houses to be repurposed and make way for McFeetors Hall, engaged in a number of other housing and homelessness initiatives, and we are currently building our infill transitional housing units.
